Multisig
A wallet arrangement requiring a defined number of signatures from a defined set of signers before a transaction executes.
Multisig puts the quorum on chain, which makes it transparent and verifiable but also public. It is common in treasuries and near-universal in DAOs.
The governance question is harder than the technical one, particularly where signers are pseudonymous: ordinary segregation of duties assumes you know who is initiating, approving and executing, and a multisig of unidentified parties does not give you that.
